Regeren is vooruitzien, nergens is ’t zo sterk verankerd in het politieke denken als in de Verenigde Staten, van de Monroe tot de Truman-doctrine en verder. Op het einde van de vorige eeuw was er een nieuwe visie van node gericht op de volgende eeuw. Het imperium moest niet slechts in stand gehouden worden, maar diende de absolute en onaantastbare macht over de gehele wereld te verwerven. Daartoe werden de nog steeds geldende ideeën ontvouwd.

“Twenty years later, it is time once again to challenge an indifferent America and a confused American conservatism. Today’s lukewarm consensus about America’s reduced role in a post-Cold War world is wrong. Conservatives should not accede to it; it is bad for the country and, incidentally, bad for conservatism. Conservatives will not be able to govern America over the long term if they fail to offer a more elevated vision of America’s international role.
What should that role be? Benevolent global hegemony. Having defeated the evil empire, the United States enjoys strategic and ideological predominance. The first objective of U.S. foreign policy should be to preserve and enhance that predominance by strengthening America’s security, supporting its friends, advancing its interests, and standing up for its principles around the world.”
Met grote weemoed beklaagden William Kristol en Robert Kagan in Foreign Affairs de teloorgang van het hegemoniaal denken dat onder Ronald Reagan gold. Aan deze glansrijke periode moest weer aangeknoopt worden. De ideologische bovenbouw hiervoor hadden Huntington en Lewis al eerder aangeleverd middels hun “Clash of Civilizations”.
Een jaar later zag een Project for the New American Century (PNAC) het levenslicht. Wat volgde? 9/11 en “War on Terror”.

Weer een jaar later meldde de BBC over dit “Project for the New American Century“. Het bericht laat niets aan onduidelijkheid te wensen over. Wie nu de geschiedenis wil beschrijven over het tijdvak na de val van de Berlijnse Muur kan niet meer om deze proeve van imperialistisch denken heen. Gekoppeld aan de “Clash of Civilizations” van Huntington/Lewis levert het ons de blauwdruk voor wat de wereld te wachten stond, de totale hegemonie van de USA over de rest van de wereld voor hun eigen welvaren, althans voor de leidende klasse. Hun motto: verdediging van de USA.
The Project for the New American Century (PNAC) was founded in 1997 by the right wing thinkers William Kristol and Robert Kagan. This group is arguably one of the most influential inWashington and is thought to have a significant influence on -or at least to reflect – much of George Bush’s view of the world.The PNAC believes that America should use its power to shape the world and further American interests across the world – by military means if necessary.It has some high profile sympathisers including US defence secretary Donald Rumsfeld, his deputy Paul Wolfowitz, John Bolton, the under-secretary of state for Arms Control and International Security and Richard Perle .
All of these people were among a group of 18 who signed a letter from the PNAC to Bill Clinton in 1998 urging him to topple Saddam’s regime.The most important document produced by the group was published In September 2000, as Mr Bush was running for the presidency.The report called “Rebuilding America’s Defences” said that America’s goal should be to “promote American global leadership”.It called for increased defence spending coupled with a strong foreign policy which promotes American democracy across the globe – all hallmarks of the current US foreign policy.
The mission statement reads: “Having led the West to victory in the Cold War, America faces an opportunity and a challenge.”Does the United States have the vision to build upon the achievement of past decades? “Does the United States have the resolve to shape a new century favourable to American principles and interests?”
And the winner takes all, naar goed Angelsaksische traditie…
